Rescue Personnel

1. NDRF - In case of emergencies if required NDRF is requisitioned by WBSDMA/DDMA and is deployed at the sites of disasters.

2. SDRF - As per Section 3.4.5 of National Policy on Disaster Management, 2009, the State Disaster Response Force (SDRF) have been constituted for quickly responding to disasters. These SDRF are placed strategically at suitable locations well connected to the airport, rail heads and roads for their immediate deployment at the disaster sites.

In West Bengal Disaster Management Groups (DMG) were constituted for Kolkata and DMG–Bengal. DMG Kolkata has its HQ at PTS, Kolkata.

At present, there are 14(fourteen) self-contained SDRF battalions under West Bengal Police. Besides, Disaster Management Group (DMG), a sub-unit of Specialized Force was raised under Kolkata Police in the year 2004 for quick and effective intervention of in the event of natural and man-made disaster.

3. West Bengal Civil Emergency Force (WBCEF), Water Wing Civil Defence (WWCD) & West Bengal National Volunteer Force (WBNVF), Civil Defence Volunteers, Nulias at PurbaMednipur Districts  – The Civil Defence wing of this Department controls the West Bengal Civil Emergency Force,Water Wing Civil Defence,WBNVF,CivilDefence Volunteers, and Nulias at PurbaMednipur Districts they are highly trained and specialized units which are deployed for rescue operations and crowd control at major events across the state.

4. State Disaster Response Team (SDRT) & State Disaster Regional Response Team (SDRRT) –The State notified formation of SDRT and SDRRT  vide notification number 1926-DMCD-11017(99)/5/2024 ,Dated -21.08.2024 to strengthen the disaster response mechanism  in the State and to build capacity at the district level to tackle disaster situations and to promptly provide relief and rescue affected people.

  1. The State Disaster Response Team (SDRT) is a district-level, multi-disciplinary response unit constituted by the Government of West Bengal to strengthen preparedness, response, rescue, and relief operations during disasters and emergencies. SDRTs function as first responders at the district level and operate under the overall control, direction, and superintendence of the Director, Civil Defence, with operational deployment through the District Magistrate & Controller of Civil Defence. SDRTs are an integral part of the district disaster management framework.SDRTs have been constituted in the districts of Alipurduar, Darjeeling and Kalimpong Districts.
  2. The State Disaster Regional Response Team (SDRRT) is a regional-level response formation created to reinforce SDRTs and to provide inter-district and multi-district disaster response capability. SDRRTs are strategically located at selected training and operational centres to ensure rapid mobilization and effective regional coverage. These teams act as backup and supplementary forces to SDRTs and are deployed during large-scale disasters, complex emergencies, or situations affecting more than one district. Overall control and supervision of SDRRTs rest with the Director, Civil Defence.
